1 1lb whole red snapper, scaled and cleaned
(tilapia or sea bass will also work)
1 ½ tbsp fish sauce
¼ tsp freshly ground black pepper
5 green onions, thinly shredded
1 2–inch piece of ginger, peeled & thinly shredded
2 tbsp soy sauce
2 tbsp water
1 tbsp wine
½ tbsp sugar
¼ tsp roasted sesame oil
2 garlic cloves, peeled & sliced
Vegetable oil
